The NTA 8776 Certification for Helmets

Since 2017, it has been nationally mandated to wear a helmet on a Speed Pedelec. Starting from 2023, the same applies to mopeds. Helmets for a Speed Pedelec (also known as S-EPAC) must be certified according to the NTA 8776:2016 standard. It is also permitted to wear a moped helmet or motorcycle helmet that is certified according to the ECE 22.05 or 22.06 standard. What is the NTA 8776 Certification?

The NTA 8776 is a minimum certification for Speed Pedelec and moped helmets. This certification provides several safety requirements that such a bicycle helmet must meet. The certification essentially means that a helmet is subjected to a series of tests to see if it indeed offers enough protection to be approved for use on the road.

For example, think of simulating several types of crashes to test the level of impact protection. Also, checking the chin strap or the size of the field of view when wearing the helmet. This way, a sort of minimum safety level is set for helmets sold in the Netherlands.

Am I Allowed to Use a NTA 8776 Helmet on Public Roads?

A NTA 8776 helmet is not permitted on public roads. The minimum certification for a motorcycle helmet in the Netherlands and Europe is the ECE 22.05 or 22.06 certification. As a motorcycle rider, you cannot deviate from this on public roads.

How Can I Identify the Certification of My Helmet?

Certified Speed Pedelec helmets are identified by the NTA 8776:2016 marking. A moped helmet has an E-certification number on the label on the chin strap. A certified moped helmet (or motorcycle helmet) is identifiable by a circle with the capital letter E inside. Behind the “E” is a number, and each number represents a different EU country. Helmets certified in the Netherlands receive the number 4 (or E4). All helmets approved in the EU comply with regulations.

What is the Difference With the EN 1078 Certification?

The NTA 8776 certification is derived from the EN 1078 certification: helmets for cyclists and users of skateboards and roller skates. Starting from the EN 1078 base, the requirements have been tightened as far as possible within the possibilities of current helmet technology. This ensures a safe helmet suitable for physical exertion, but which should not affect the wearer's hearing.

What is a Speed Pedelec?

A Speed-Pedelec is a bicycle with an electric auxiliary motor that assists the rider while pedaling up to a maximum speed of 45 kilometers per hour. The European Regulation that has been in effect since 2023 indicates that the Speed Pedelec falls into the same category as a moped.
